BART riders may get etiquette campaign instead of ‘seat hog’ rules

BART riders who have been waiting for the transit agency to enforce a measure that punishes riders that take up more than one seat can keep waiting. BART's board scuttled a law to fine "seat hogs." Last April, BART's board voted 5 to 4 to enact the measure, which will fine riders who are caught using more than one seat $100 for the first offense, $200 for the second and $500 for repeat offenses.
