Former tennis pro says East Bay landlord was major player in bid-rigging case

A former tennis pro-turned real estate investor testified in federal court last week that that well-known East Bay landlord Michael Marr was a major participant in an illegal bid rigging scheme that affected foreclosure auctions in the Bay Area between 2008 and 2011.
