President Trump signed a bill extending a program that lets some veterans seek medical care in the private sector. The extension will give Veterans Affairs Secretary David Shulkin time to develop a more comprehensive plan to allow veterans to more easily go outside the VA health system for care. 3 Bush hospitalized: A spokesman for former President George H.W. Bush says the nation’s 41st president remains under observation at a Houston hospital after recovering from “a mild case of pneumonia.” Arkansas suffered two more legal setbacks Wednesday in its bid to carry out multiple executions this month when the state Supreme Court spared one prisoner and a judge later ruled that the state can’t use one of its drugs in any of its executions. 5 No new trial: A Louisiana judge denied a new trial for the killer of a retired New Orleans Saints star, clearing the way Wednesday for Cardell Hayes to be sentenced to up to 60 years in prison for shooting Will Smith and wounding his wife. State District Judge Camille Buras rejected numerous defense arguments for a new trial, including the claim of a newly found witness who contradicted all trial evidence by saying he heard more than two weapons fired the night Smith was killed.
